If Paul is talking about himself as a Christian, then he is highlighting the struggle he still faces with the temptation to sin - and then rejoices in the ultimate victory he has in Christ. However, I think he's focusing on how the Law of Moses didn't bring freedom from sin, and how Jesus Christ is the only One who brings freedom.
